The Former President's Progressive Warning Misses Europe's True Danger: Economic Decline.

The recent US security policy document offers a misguided view of the European Union. The document asserts that open-border policies and so-called "progressive" agendas pose an grave threat to the continent's identity. Yet, this perspective rests on a serious misinterpretation of the reality. The actual danger facing the EU is not societal but economic and technological lag.

The Stark Growth Gap Separating Europe and the US

Statistics paint a sobering picture. From 2008 and 2023, American economic output surged by eighty-seven percent, while a mere thirteen and a half percent increase for the European Union. Over this period, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a greater average income than major European economies like France and Italy.

Currently, roughly half of the world’s 50 largest technology firms are US-based, while only four are European.

The Innovation Deficit: The Core Problem

The growing disparity is driven by stronger productivity growth in the US, fueled by technological innovation and better use of resources. The landscape of global tech dominance is overwhelmingly US-centric. Over the past five decades, hundreds of American startups have grown into enterprises valued at over $10bn, versus just 14 in Europe.

This disparity prompts a pressing question: As the competition for tomorrow's sectors like semiconductors, AI, and fusion energy, what is Europe positioned? Experts widely concede it is essentially a contest between two involving the US and China, with Europe entering at a significant handicap.

Underlying Factors of the Continent's Innovation Gap

Several major reasons account for this technological divide.

  • Venture Capital: The US boasts a far deeper and agile system for financing new ventures. Europe still lacks a genuine capital markets union, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A American entrepreneur can launch a service under a single set of laws to access a market of over 330 million. The European Union, despite a bigger population size, is divided among 27 separate regimes, creating significant market obstacles.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was historically met with stigma, whereas in the United States, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, one can find causes for optimism. Policymakers are increasingly aware of the severe threat and have begun to advance serious reform. Notable reports on EU competitiveness and the internal market point to the necessity of major reforms.

With the right incentives and rule changes, these assets might enable far greater degrees of commercial innovation.

The continent still possesses significant advantages: high-quality human capital, excellent schools and universities, and world-class labs. Coupled with a vast domestic consumer base and high savings rates, these foundations could unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in developing cutting-edge tech, it can still significantly boost productivity by implementing and tailoring innovations from other regions.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, the continent's slide in innovation has been gradual. However, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a rapid and permanent decline in global economic relevance.
